Prafulla Kaman

The protesting organizations are intensifying the agitation against Arunachal Pradesh demanding immediate arrest of the culprits involved in Behali massacre that took place on January 29 last and remand them to Assam police.

The indefinite blockade, which entered fourth day today, has resulted halt in supply of fuel, construction materials and other essential commodities in East Siang, West Siang, Upper Siang and parts of Dibang Valley districts. Arunachal lives on razor edge

Amar Sangno

Once Lord George Curzon, the influential Viceroy of British India from 1899 to 1905, called frontier between India and Qing Dynasty controlled-Tibet (what is today Arunachal Pradesh), “a razor edge” tripwire separating war and peace, life and death. Lord Curzon termed it from geographical point of view considering the region’s landscape.

Seemingly, Arunachal is currently living on a razor’s edge ever since the Tarasso incident which happened last Wednesday. It has become, “no entry zone” at least for the surface communication after some Assam-based groups backed by Communist Party of India-Marxist Leninist (CPI-ML) have been resorting to economic blockade against Arunachal. However, business community of the Capital Complex clarified that there is no shortage of essential commodities so far in Itanagar. They further said that the Arunachalee people are being reportedly targeted in some locations on National highway in Assam by the agitating mob.

Chief Minister Nabam Tuki’s announcement of ex-gratia Rs 3 lakhs to each of the deceased and Rs 50 thousand for injured does not budge the agitating people in Assam. Sources informed that there are numerous self-erected barricades along National Highway 52, in order to detect Arunachalee passengers.

The Tarasso incident has become blot for Arunachal even before an independent enquiry committee is set up to  ascertain the facts of the perpetrators involved in it, as few Guwahati based electronic media went on claiming that miscreants were from Arunachal.

However, it would be utterly unwise to blame either side for the incident or leap to childish conclusion, as slight budge could, of course, jeopardize the vulnerable age-old peaceful relation of two inseparable sister states in the region.

The protesters in Assam yet to properly define, the term “economic blockade” but Arunachal feels the heat in such a proportion that it is difficult to find its feet on ground. Backlash of Tarasso incident perceptibly paralyzed the entire state in terms of road communication and is driving the state into woozy. The essential commodities price are sky rocketing, petrol depots gone dry and   there is surprise rise of tempo and trekker fare at Capital.  In other words, economic blockade spawns blooming business for the certain sections in the state, as people are frantically buying no matter whatever price they are being verbally told by the shopkeepers.

There are reports of people (sports persons, medical patients and common men) stranded at Guwahati airports, waiting for airlift.  But alas! Pawan Hans Helicopter service appears to be VIPs’ private jet. It is said deputy resident commissioner (DRC) Guwahati is allegedly prioritizing the seats exclusively for so- called very important persons, overlooking the other passengers’ fundamental rights.

Apparently the term economic blockade has become a “blackmailing tool” for few vested groups in Assam who loosely define it by experimenting on their neighbouring states e.g. Nagaland, Arunachal Pradesh, Mizoram and Meghalaya on mere argument, skirmish and road mishaps. These groups know how to tighten noose around neighbouring state’s neck , as CPI-ML is now doing on Arunachal and putting the state under compulsion to compromise overlooking  the  Supreme Court-appointed three members  Boundary Commission’s recommendation which clearly says that 70-80  per cent of the disputed land between Assam-Arunachal should be given back to Arunachal.

Surprisingly, our politicians prefer to watch the entire show from distance and  maintaining stoic silence over the developments, instead of ringing the bell on centre government’s ear for early intervention.

Considering the communication bottle neck, Is it high time for our people representatives to hell-bent on the India’s faulty Look East Policy and lobby with the Centre for opening of the trade routes to China and Myanmar?  Or call for expediting of Trans-Arunachal High Way to realize inter-districts road connectivity dream without touching Assam. Because the stability in Arunachal largely depends on the avoidance of conflict with Assam (conflict here refers to ideas and argument). Moreover the relation between two sisterly states is seemingly getting uneasy day by day with myriad challenges ever since the vexed boundary disputes cropped up.

According to former BJP MP Kiren Rijiju, India’s Look East Policy is incomplete without linking trade route with China and Myanmar.  He also said that trade route with these two countries is only way out to get freedom from anti-Arunachal elements in Assam.

Let’s be optimistic this time that the Centre would pay heed to crying baby.

Training programmes for small tea growers conducted

ITANAGAR, Feb 2: Tea Board regional office, Itanagar has organized a series of one-day training programme/ workshops for Small Tea Growers of Tirap & Longding districts during the last week of January.

Large number of small tea growers (STG) of both the districts have taken up tea cultivation as their major income source but they are lacking scientific knowledge about it. Three numbers of  outreach programmes were organized  at Luaksim Village near Kanubari on January 28, at Ranglua village, about 35 km away from Kanubari on January 29 and at Borduria Village on January 30. 70 to 100 Small Tea Growers participated in each programme.

While explaining the objective of the training, Sampha Wangsa, General Secretary of All Arunachal Pradesh Small Tea Growers’ Association appreciated the efforts taken by Tea Board, Regional Office to disseminate scientific knowledge to these remote tea growing areas. B. Bordoloi, Jr. Advisory officer, TRA imparted training on various aspects viz. site selection, soil testing , young tea management,  pest and disease management, pesticide residue, correction pruning etc. Various quarries of growers  were clarified .

S. Rajbongshi, ADTD, Tea Board, Itanagar shared his work experience in organized tea garden  with participants. He described how different practices viz land preparation, stalking, planting, Young Tea Management, etc are carried out in an organized tea garden. He urged the growers to maintain green leaf quality standard at least 65 per cent fine leaf since quality tea can be produced from good quality green leaves only. Growers should select only recommended pesticides only. He also elaborated various financial benefits that can be provided to STGs in the form of  SHG.  SHG members can collect and transport green leaves to factories with own vehicle (can be provided with 50 per cent subsidy) without depending on leaf agents. By forming SHG the STGs of Kanubari and Ranglua can think of starting their own co-operative factory in near future to fetch better green leaf price as well as to get an ensured market to sale green leaves. Different Govt. Agencies like SFAC, NSDC including Tea Board can help a true/ functional SHG, he  concluded.

These programmes were organized with help of several public leaders/village heads/local tribal chiefs etc particularly Akhun Jamikhan, Wangren Wangjen of Khalap SHG of Ranglua, Laichat Arangham, Noknai Tinkhatra of Risng SHG of Luaksam Village and L. Wangha of Borduria.

Promises never turn true

Dear Editor,

Arunachal Pradesh is now moving ahead in every field be it education, infrastructure, health etc. However the fruits of development are still not reaching certain parts of state. One classic example is Miglung Village, situated just 22km away from district HQ. Pasighat (East Siang). The age old village is surrounded by two rivers Remi and Marbang which is threatening its very existence with each passing year.

The villagers of Miglung cross the mighty Remi River during summer season using a WRC hanging bridge, which is the only lifeline to around 500 populations settled in the village. The first hanging bridge was constructed in 1988 (made of timber wood) on community basis under active support of Late Tarung Pabin (Ex-Minister) then Zilla Vice President. The bridge was formally inaugurated by then Deputy Commissioner East Siang Jagir Singh in July 1988 which finally worn out in 2002. After that a new bridge was sanction from MLA (LAD) in May 2002 by MLA Dr. Tangor Tapak.

The leaders of village submitted a memorandum when former chief minister Gegong Apang visited the village in 1997 for sanctioning a concrete RCC bridge to make it motorable round the year. Alas! It could not be materialized due to the fall of his government in 1999. Again villagers gave proposal for concrete bridge under PMGSY scheme which is still in cold storage!! When contacted concerned RWD Department cited delay in file movement at Delhi for the hold-up.

Five MLA elections has been held since then but neither concerned MLA nor state Government is taking pain in addressing the cry of poor villagers. Why State Government is turning a deaf ear?? People need an answer!! No offence please. Every election leaders make tall promises; I will do this and that then how come their promises never turn true?? The long overdue demand of Miglung is being ignored. As election is due this year people are expecting high hope from upcoming leaders to take up the issue in priority.

Yours,

Benjamin Tabing

Students at receiving end

Dear Editor,

Due to the recent boundary clash at Tarasso circle subsequently followed by apt repeated economic blockade launched by Assam based organization, it's the common people who are suffering most for no mistake of theirs. The boundary problem has long been simmering but the respective Govt. on both sides have dilly dallied in pursuing the matter to an end.

In all this mayhem, the student community particularly those studying outside have to bear the brunt mostly. And also with the exam session just a week away for the Shillong and Guwahati based institutes, the students are left in a lurch. Unable to report to exam or so will set them back for a year. Henceforth, considering the gravity of the situation, it's my ardent request to the Transport Officer to provide buses with security guards to escort the students safely.

Yours truly

Raja Bagbi

Former GS (ASUS)

Is chopper service only for kiths and kins of bigwigs?

Dear Editor,

Through your esteemed daily I would like to draw the attention of state government that the poor students who are staying in Guwahati for various purposes are denied chopper facilities. It is why that all time kiths and kins of political bigwigs and top bureaucrats are given first preferences of chopper facilities from GHY to Itanagar? So we the poor students of Guwahati plead the state Government to look into the matter in the interest of student community.

Yours,

Tayam Tamar

Resolve boundary issue at the earliest

Boundary row between Assam and Arunachal is back in news again due to recent Tarasso incident. The clash between citizens of two states broke out because of dispute over boundary. The decade long dispute rose due to improper demarcation. Both sides allege each other of encroaching into each other’s land. However lending credential to Arunachal’s claim, a three-member commission appointed by the Supreme Court to resolve the border dispute between Assam and Arunachal in its report submitted to the Ministry of Home Affairs recently has said that around 70-80 percent disputed land along the inter-state boundary should be given back to Arunachal Pradesh.

The three member commission is headed by retired High Court judge Tarun Chatterjee and M Kamal Naidu, a retired Indian Forest Service Officer, and SK Goel, additional surveyor general of India. The report should end the debate over who is the real encroacher? The government of India should immediately take note of report and take action accordingly. Their timely action can save lives of many innocent citizens. If boundary row is not resolved at the earliest, we might witness more deaths in the future.
